The St Cleer Parish Neighbourhood Development Plan cannot proceed to Referendum until 6 May 2021 or the current circumstances change due to the Covid-19 crisis as set out by Central Government.

The Ministry of Housing, Communities and Local Government have updated planning guidance to set out that neighbourhood plans awaiting referendum can be given significant weight in decision-making. The implementation date for St Cleer Parish NDP is 23 July 2020.

The St Cleer Parish Neighbourhood Development Plan has been successful at examination. The independent examiner appointed was Deborah McCann.  The documents were sent to the examiner on 19 February 2020. and the examiner issued the final examination report to Cornwall Council on 1 July 2020.

An initial assessment of the neighbourhood plan, background evidence and representations was completed. Following this, the examiner raised a number of initial questions. The questions and response can be viewed below.

St Cleer Parish Council submitted their Neighbourhood Plan and supporting documents to Cornwall Council on 1 November 2019.  Cornwall Council  consulted residents and other interested stakeholders on the plan for the St Cleer Parish area. The consultation ran between Thursday 5 December 2019 and 30 January 2020 for eight week’s due to the Christmas period. The consultation responses can be viewed through the online planning register using the planning application number PA19/00029/NDP.

The plan proposal includes a copy of a map and statement which identifies the area to which the proposed Neighbourhood Development Plan relates; a consultation statement; the proposed Neighbourhood Development Plan, an Equality Impact Assessment and a statement explaining how the proposed Neighbourhood Development Plan meets the requirements of paragraph 8 of Schedule 4B to the 1990 Act (the Basic Conditions Statement). Hard copies of the documents could be viewed at St Cleer Parish Church and the Horizon Farm Shop during the consultation period.

St Cleer Parish Council submitted an application and map to designation their Neighbourhood Area on 23rd May 2013. Cornwall Council consulted residents and other interested stakeholders on the designation between 7th June and 19th July 2012. Copies of the application letter and statement that explains how the Parish Council and Neighbourhood Area met the conditions of Section 61G(2) of the Town And Country Planning Act 1990, were made available to view from Liskeard One Stop Shop during the six week consultation period.
