St Agnes Parish Neighbourhood Development plan is now formally made. This can be used from 13th September 2019 as part of the development plan in development management decisions in the St Agnes Neighbourhood Plan Area. The adopted neighbourhood plan, report and decision notice is available to download below:

St Agnes Neighbourhood Plan Referendum was held on 8th August 2019. The plan was successful at referendum and the result was:

  • Number cast in favour of 'Yes': 1298
  • Number cast in favour of 'No': 86

The St Agnes Parish Neighbourhood Development Plan was submitted to examination on 21 November 2018. The independent examiner appointed was Deborah McCann. The final examination report was received by Cornwall Council on 4 February 2019.

An initial assessment of the neighbourhood plan, background evidence and representations was completed. Following this, the examiner raised a number of initial questions. The questions and response can be viewed below.

Cornwall Council consulted residents and other interested stakeholders on the plan proposal for the St Agnes Parish area. The consultation ran from Monday 24 September to Monday 5 November 2018.

The plan proposal included:

  • a copy of a map and statement which identifies the area to which the proposed Neighbourhood development Plan relates
  • a consultation statement
  • the proposed Neighbourhood Development Plan and
  • a statement explaining how the proposed Neighbourhood Development Plan meets the requirements of paragraph 8 of Schedule 4B to the 1990 Act (the Basic Conditions Statement)

Copies of the documents are available to view using the online planning register. (Planning number PA18/00018/NDP). Hard copies were also available to view at:

  • the St Agnes Parish Council Offices

  • Blackwater Post Office
  • Mount Hawke Post Office

St Agnes Parish Council submitted an application and map to designation their Neighbourhood Area on 20 August 2015. Cornwall Council consulted residents and other interested stakeholders on the designation. The consultation ran from 10 September to 22 October 2015. Copies of the application letter and statement were made available to view during the six week consultation period from Truro One Stop Shop and St Agnes Library.

The statement explains how the Parish Council and Neighbourhood Area met the conditions of Section 61G(2) of the Town And Country Planning Act 1990.
