Liskeard Town Council agreed to develop a Neighbourhood Plan for the Liskeard area. This was agreed at a Town Council Meeting held on 19 November 2013. This page provides you with information on the Liskeard Neighbourhood Development Plan.

Liskeard Parish Neighbourhood Development plan is now formally made and can be used from 27 November 2018. This is part of the development plan in development management decisions in the Liskeard Neighbourhood Plan Area. The adopted neighbourhood plan, report and decision notice are available to download below:

The Liskeard NDP referendum was held on 25 October 2018. The plan was successful at referendum, with a result of:

  • Number cast in favour of a 'Yes': 1446
  • Number cast in favour of a 'No': 130

The Liskeard Parish Neighbourhood Development Plan was submitted for examination on 12th December 2017. The independent examiner appointed to carry out the examination is Deborah McCann.

An initial assessment of the neighbourhood plan, background evidence and representations was completed. Following this, the Examiner raised a number of questions for the Steering Group and Cornwall Council to answer. The responses can be viewed below:

On 17th April 2018, Cornwall Council received the Examiner's report on the Liskeard Neighbourhood Development Plan. The Examiner's report concludes that subject to the modifications in the report, the Plan should proceed to referendum. The Examiner considers it necessary to call a public hearing as part of the examination process.

The public hearing for the Liskeard Neighbourhood Development Plan was held on Monday 26th March 2018 in:

The hearing was open to members of the public to attend. However, only invited representatives were permitted to take part in discussions. Further information can be seen below:

Cornwall Council consulted residents and other interested stakeholders on the plan proposal for the Liskeard area. The consultation ran from 20th October to 1st December 2017.

The plan proposal included:

  • a copy of a map identifying the area
  • a statement which identifies the area to which the proposed Neighbourhood Development Plan relates
  • a consultation statement
  • the proposed Neighbourhood Development Plan
  • a statement explaining how the proposed Neighbourhood Development Plan meets the requirements of paragraph 8 of Schedule 4B to the 1990 Act (the Basic Conditions Statement) and
  • an Equality Impact Assessment

Copies of the documents were available to view using the online planning register. (Planning number PA17/00023/NDP.) Hard copies were also available to view at:

  • Liskeard Library and
  • Liskeard Town Council Office

Liskeard Town Council submitted an application and map to designation their Neighbourhood Area on 12th December 2013. Cornwall Council consulted residents and other interested stakeholders on the designation. This was between 27th December 2013 and 7th January 2014. Documents were made available to view during the six week consultation period. These were available to view at Liskeard One Stop Shop and Liskeard Library and included copies of:

  • the application letter and
  • a statement that explains how the Town Council and Neighbourhood Area met the conditions of Section 61G(2) of the Town And Country Planning Act 1990
