Hayle Neighbourhood Development Plan
Hayle Town Council agreed to develop a Neighbourhood Plan for the Hayle area. This was agreed at a Town Council meeting held on 17th October 2013. This page provides you with information on the Hayle Neighbourhood Development Plan.
Neighbourhood Plan Adoption
Hayle Neighbourhood Development Plan has been formally made. It can be used from 28th June 2018 as part of the development plan in development management decisions. The adopted Neighbourhood Plan, report and decision notice are available to download below:

Neighbourhood Plan Referendum
The Hayle NDP referendum was held on 24 May 2018. The plan was successful at referendum and the result was:
- Number cast in favour of a 'Yes': 1214
- Number cast in favour of a 'No': 142

Neighbourhood Plan Examination
The Hayle Parish Neighbourhood Development Plan was submitted for examination on 22 January 2018. The independent examiner appointed to carry out the examination is Deborah McCann.
On 12 March 2018, Cornwall Council received the Examiner's report on the Hayle Neighbourhood Development Plan. The Examiner's report concludes that subject to the modifications in the report, the Plan should proceed to referendum. Plan Proposal Statutory Consultation
Cornwall Council consulted residents and other interested stakeholders on the development plan for the Hayle Town. The consultation ran between 23rd November 2017 to 11th January 2018.
The plan proposal included:
- a copy of a map and statement which identifies the area to which the proposed Neighbourhood Development Plan relates
- a consultation statement
- the proposed Neighbourhood Development Plan
- a statement explaining how the proposed Neighbourhood Development Plan meets the requirements of paragraph 8 of Schedule 4B to the 1990 Act (the Basic Conditions Statement)
- an evidence base summary, and
- an Environmental Strategic Assessment (SEA)
Copies of the documents were available to view using the online planning register. (Planning number PA17/00033/NDP). Hard copies were also available to view at:
- Hayle Town Council Offices, and
- Hayle Library and One Stop Shop

Hayle Town Council submitted an application and map to designation their Neighbourhood Area. This was submitted on 21st January 2014. Cornwall Council consulted residents and other interested stakeholders on the designation. The consultation ran between Thursday 30th January and Thursday 13th March 2014. Copies of the application letter and statement were made available to view during the six week consultation period. The statement explains how the Town Council and Neighbourhood Area met the conditions of Section 61G(2) of the Town And Country Planning Act 1990. Documents were available from Hayle One Stop Shop.
