Neighbourhood Planning

Neighbourhood Planning allows people to come together through a local parish or town council and say where they think new houses, businesses and shops should go, and what they should look like. These Neighbourhood Plans can be very simple, or go into considerable detail.

Cornwall Council’s Neighbourhood Planning Toolkit is intended to help communities decide whether to prepare a Neighbourhood Plan and sets out what steps should be followed to prepare a plan that reflects what the community wants to achieve.

Neighbourhood Plan Proposals

The following Neighbourhood Plans are currently undertaking the Regulation 16 consultation:

  • Calstock
  • Tywardreath and Par

This is for an extended ten week period due to the national Covid 19 crisis. 

Neighbourhood Planning Referendums 

All Neighbourhood Planning Referendums will be postponed until further notice. For further information please see the press release see the press release.

Regulations linked to the Coronavirus Act 2020 mean that no elections or referendums can take place until 6 May 2021. This includes neighourhood plan referendums. These provisions will be kept under review and may be amended or revoked in response to changing circumstances. 

Community Governance Review

Cornwall Council is undertaking a Community Governance Review(CGR) which can lead to changes of existing parish boundaries. As the review is progressing we are providing some guidance on the potential impacts on Neighbourhood Plans at various stages of process. You can find more information in the guidance note below:
