Residents' survey 2017

The survey was carried out on our behalf by Marketing Means, an independent research company, which was selected by competitive tender.

The survey was sent to over 30,000 households across Cornwall, selected at random, and asked questions about Cornwall Council and the services we provide.

With a new Council just elected, the survey asked the people it was sent to - what is important to them and their community about the place where they live and what they think about the Council, the services we provide and if we represent value for money.

The survey was sent to more households this year to ensure we captured a broad range of views.

Results of the 2017 Cornwall Council resident survey show that while most people are satisfied with their local area as a place to live, the authority has room for improvement in changing satisfaction levels of residents.

Overall, 82% of residents surveyed were satisfied with their local area as a place to live, however this varied significantly across Community Network Areas with 92% satisfied in Wadebridge & Padstow down to only 64% in Bodmin.

The survey found the most important factors in making somewhere a good place to live were:

  1. GP services – 59%
  2. Hospital services – 45%
  3. Affordable decent housing – 41%
  4. A sense of community – 34%
  5. The level of crime – 34%
  6. Care for the frail and elderly – 31%

The factors residents considered most need of improving were:

  1. Road and pavement repairs – 41%
  2. Affordable decent housing – 39%
  3. Hospital Services (NHS) – 35%
  4. Wage levels and the cost of living – 35%
  5. The level of traffic congestion– 34%
  6. Care for the frail and elderly – 32%

Universal services showed varying satisfaction levels:

  • Refuse collection 88%
  • Recycling 81%
  • Street cleaning 57%
  • Library services 49%
  • Sports and Leisure 50%

Most survey responses showed decreasing levels of satisfaction compared to the previous survey, and that the Council remains below national measures collected by the Local Government Association.

The survey also showed a large number of respondents were ambivalent and were neither satisfied or dissatisfied.

Focus groups are being set up to better understand the variance in survey results across communities, which will draw on those who volunteered to join resident panels.

Key indicators to improve resident satisfaction have also been included in the draft four-year business plan, which residents are encouraged to provide feedback on to tell the Council whether the plans reflect local needs. Public consultation on the draft business plan and budget will run from 15 November to 29 December.

This report represents the findings of a resident postal survey conducted by Marketing Means on behalf of Cornwall Council. Overall 11,247 valid surveys were returned, giving a response rate of 38%. A good level of response was achieved providing statistically robust data in all other areas.

The final respondent profile was ‘weighted’ by community network area, age and gender where possible in order to be reflective of Cornwall’s population as a whole and reduce any bias of over or under-represented groups. All charts and data in the report refer to the final ‘weighted’ data. Detailed analysis of each question is provided in the main body of the report.

What people tell us in the survey will influence what we prioritise, both in our budget plans for the next four years and as we create a longer term vision for Cornwall.

We used previous residents’ survey results in 2014 and 2016 to set targets in the areas that you said need improving. In last year's survey the top three things that residents thought needed improving were: roads, houses and jobs.

Under the Council's proposed Medium Term Financial Plan (MTFP) around £700 million will be invested in capital schemes over the next five years, the majority of which will be used to support housing, transport and economic development schemes. This will include:

  • £150 million for housing, with a total of £43 million being spent by the Council on providing affordable homes for local people
  • £140 million on maintaining Cornwall’s roads; and
  • £93 million on improving rail links and public transport.

Over the next few months we will also be providing other opportunities for everyone to shape our proposals and we will be listening to what our residents, businesses and partners tell us to help make sure our plans reflect the needs of Cornwall now and in the future.

The Council has previously undertaken two Residents' Surveys in 2014 and 2016. Both surveys were undertaken on behalf of the Council by an independent research company, Marketing Means, who randomly selected households from the Council's electoral register.
