Capital strategy

The capital strategy is a key document for the council.  It sets out how capital expenditure and investment decisions are made and how consideration is given to both risk and reward, and the impact on outcomes.

It is an integral part of our medium to long term financial planning and budget setting process and includes reference to other key documents of the authority which influence capital investment.

The Council is required to produce an annual Treasury Management Strategy.  This includes the Prudential and Treasury Indicators and covers the following key matters:

  • Capital plans, including prudential indicators;
  • Minimum Revenue Provision (MRP) policy - how residual capital expenditure is charged to revenue over time;
  • Treasury Management Strategy - how the investments and borrowings are to be organised, including Treasury indicators; and
  • Investment Strategy - how the parameters on investments are to be managed.

This is the medium term financial plan for Cornwall Council.

It sets out the framework for the use of our resources to support the council's priorities and statutory obligations for the financial years 2019/20  to 2022/23.

A local authority is required by law to conduct it's business efficiently and to ensure that it has sound financial management policies in place, which are strictly adhered to. Part of this process is the establishment of financial regulations, which set out the financial policies of the council.

Anti-money laundering policy

The legislation concerning money laundering (the Proceeds of Crime Act 2002 (as amended), the Terrorism Act 2000 (as amended) and the Money Laundering Regulations 2007 (as amended)), has broadened the definition of money laundering and increased the range of activities caught by the statutory framework.  As a result, the obligations now impact on certain areas of local authority business and require local authorities to establish internal procedures to prevent the use of their services for money laundering.
