We take great pride in Cornwall, as it is a place of outstanding natural environment and strong communities.  We have strong relationships with our partners which will stand us in good stead to develop, support and deliver good public services.

The Framework sets out how we will promote Equality of Opportunity  through our political leadership and management structures. We also know that policies are only as good as the actions which come out of them: We will measure the impact and effectiveness of the Equality and Diversity Framework and its associated policies so that you can be sure we keep our promises.

Cornwall Council’s Improvement Plan around equality and diversity represents the key actions the Council will be taking over the following year to ensure compliance against the Equality Act (2010) and to reach our internal targets to reach the ‘Achieving’ level against the Equality Framework for Local Government by April 2013.

It is updated every year and quarterly progress is monitored against the plan by Cornwall Council’s Corporate Equality and Diversity Steering Group. This group is chaired by our Equality Officer Champion, Dawn Aunger, Head of People Management, Development and Wellbeing  and includes representatives from across the Council and Councillor Equality Champions.

This Equality of Opportunity Policy is a statement of how Cornwall Council intends to promote equality, and tackle discrimination and harassment. It is necessary for the Council to have an Equality of Opportunity Policy for the following reasons:

  • Oppression, disadvantage and discrimination exist in society;
  • Some people are unfairly denied equal access to services or employment
  • (or both);
  • Discrimination and disadvantage have undermined the quality of life for
  • many people in Cornwall; and
  • People often experience multiple-discrimination.

This Equality of Opportunity Policy demonstrates our commitment to put this imbalance right. It will help us to make sure that everyone has equal access to services and employment and to raise the quality of life of everyone who lives and works in Cornwall.

On 1 March 2016, people from various public and voluntary community sector organisations in Cornwall attended an event to help identify key priorities for inclusion in a new set of Cornwall-wide Equality Objectives. 

The Equality Objectives will set out what we need to do as partners, together, to progress the equality and diversity agenda in Cornwall to:

  • Reduce inequality and/or promote equality of opportunity in Cornwall
  • Foster good relations between the people of Cornwall


The day was chaired by David Sillifant of Diversity Network for Cornwall, with a number of presentations in the morning providing context for discussions.

The first session of three presentations provided information relevant to Cornwall.

Challenges and opportunities

Four speakers from public and voluntary community sector organisations were invited to outline the challenges and opportunities for their organisations and the communities they serve.
