To tackle ‘rogue traders’ a partnership of Local Authority Trading Standards Services have put together the Buy With Confidence Scheme. The scheme provides consumers with a list of local businesses which have given their commitment to trading fairly. Every business listed has undergone a series of detailed checks before being approved as a member of the scheme.

The scheme is open to businesses in all trade sectors including the motor trade, builders, plumbers and retailers.  Businesses who become members undertake to operate their business in a legal, honest and fair way, offering customer-friendly service and responding to complaints in a constructive manner.  We encourage the public to use the scheme to find trustworthy and reputable local businesses when they're looking for goods and services.

To become a Buy With Confidence member a business must first apply or be recommended to join the scheme and must then pass a set of tailored background checks. Membership of the scheme is not given lightly – amongst other checks each applicant will have their complaints history reviewed and will receive a visit from Trading Standards. Good references are required from previous customers and applicants must agree to abide by the scheme’s code of conduct, which requires them to follow the letter and spirit of the law. Criminal records basic disclosure may also be required in some circumstances.

Only if all the scheme requirements are met will a business be granted membership and their conduct will continue to be monitored thereafter. We cannot promise that Buy With Confidence members’ work will be perfect every time, but you can expect any problems to be dealt with fairly by the business, and you can turn to Trading Standards for advice in the event of an unresolved issue.

How Buy with Confidence works

Buy with Confidence helps members of the public in Cornwall as it:

  • provides sign-posting to legitimate businesses for residents, tourists and visitors in Cornwall (please visit our Looking for goods or services? webpage)
  • provides protection from rogue traders, cowboy builders, doorstep fraudsters and other illegal or unsatisfactory traders or businesses.
  • supports the local economy by providing legitimate local businesses with a marked advantage.
  • reduces the level of consumer detriment across Cornwall.
  • provides Cornish consumers with informed knowledge as to purchasing services and goods.

The Buy with Confidence Scheme helps local businesses through:

  • increased pubilc confidence with small, medium and large Cornish businesses;
  • developing a more competitive profile for Cornish businesses on a regional, national and international level;
  • increased advertising of members’ businesses, e.g. on Council website and on paper lists distributed to consumers;
  • assisting marketing by sign-posting vulnerable customers to approved traders;
  • approval by the Councils ‘Trading Standards Service’ with the associated reputation for consumer protection.

Please note; the Buy with Confidence Scheme is concerned primarily with the customer service procedures of a business. It should not be considered an assurance of any other aspect of that organisation's business. The decision to use a particular business rests solely with the consumer. Whilst we make every effort to ensure that members comply with the law we cannot guarantee that their work will never give rise to a complaint. However, should this be the case, any difficulties should be dealt with fairly and without undue delay. If the customer cannot resolve the issue directly with the trader and a solution to the problem is not found mediation may be offered, if appropriate, by Trading Standards.
