School Transport Guidance for Parents/Guardians and Pupils

Cornwall Council transports around 15,000 school children and social care service users each day. School transport services are provided through contracted and approved bus, coach, taxi and private hire car operators. We also utilise local bus, rail, ferry and community transport schemes for school transport. In some cases we also provide contributions towards fuel costs for families of eligible children (where this is the most economical option available).

Cornwall Council wants every pupil’s journey to and from school to be as safe as possible. We know that the majority of pupils behave well on school transport, but occasionally the behaviour of some can make the journey unpleasant or endanger others. To ensure this doesn’t happen we need all pupils to agree to and abide by our Codes of Good Practice.

Poor behaviour will not be tolerated. Cornwall Council reserves the right, should students be involved in incidences of poor behaviour to suspend them for one week from school transport. Please be aware that during this time it is the family’s responsibility to make alternative transport arrangements to ensure their child’s attendance at school. Should students continue to demonstrate poor behaviour they may have their transport withdrawn completely.

Replacement Passes

If a bus pass is lost you do not need to complete a new application form, please contact us on 0300 1234 222 to purchase a replacement pass. Please note there is a £5 replacement fee for school bus passes and a £10 fee for replacement post-16 bus passes.

Please note that Cornwall Council cannot accept cash payments for replacement bus passes. Any parent requiring a replacement bus pass (where the pass has been issued by Cornwall Council), must pay by debit/credit card (phoning 0300 1234 222 and asking for the Passenger Transport Unit) or send a cheque or postal order (NOT cash) to The Passenger Transport Unit, Cornwall Council, Pydar House, Pydar Street, Truro, TR1 1EA.

Change in circumstances – if you move house, even if it is a short distance away you will need to re-apply for home to school transport.

Concessionary Rider Scheme

Where possible and at the discretion of the Passenger Transport Unit, spare places on school transport vehicles under contract to the Authority may be offered to children not entitled to free transport on payment of the necessary fee.

Concessionary rider places will be allocated in line with the procedure outlined in the information document below.  Such arrangements are not available where journeys can be made on a local bus service.

To apply for a concessionary rider place please complete and return the application form below. Completed forms can be emailed to ptu@cornwall.gov.uk. For a paper version of this form please contact the Passenger Transport Team.

Reporting Problems

Problems can be reported to either the school or to the passenger transport unit. It is vital that problems are reported at the earliest opportunity. If there is a problem it would be helpful to have as much information as possible such as the bus number or taxi operator, date, time and details of the problem/incident. This will help us with any investigations that take place.

You will find the name and contact details of the operator on the student’s bus pass or taxi confirmation letter. We recommend that you keep these details in case you need to contact them, e.g. when tracing lost property.
