Mobile Services Consultation
Providing library and information services to dispersed communities
As part of the overall savings plan for Cornwall Council the mobile library service is now facing a 50% cut in 2014/15.
We would like to find out if you currently use our mobile library service? What do you think of it? And do you think we could deliver the service in a different way?
We hope you will find time to fill in our mobile library services questionnaire and give us your views.
Some facts you might find useful before filling in our questionnaire:
- The current service is provided by five mobile library vehicles operating from Bodmin, St Austell, Redruth and Helston.
- All the vehicles are due for replacement and the leasing costs for replacement vehicles will increase significantly.
- The 2013-14 budget was approximately £309K from April 2014 the budget will be reduced to £155K per annum.
- The vehicles call at 650 stops and there are an average of four customers for each stop.
- The vehicles spend as much time travelling to stops as they spend actually open to their customers.
- Most stops last no longer than 10 minutes and happen once a fortnight.
- 94% of current mobile library stops are within 6 miles of a static library and 54% are within 3 miles.
A Home Library Service, currently delivered by the Royal Voluntary Service, supports over 500 customers who cannot get to a static or mobile service across Cornwall. The service can deliver books to customers or take customers to a library. Plans are being developed to help customers of this service to use computers to select the books they want to borrow for delivery by the volunteers.
Cornwall Libraries has a downloadable audio book service and is about to introduce an e book service both of which are free to use.

Following reviews of the service is 2011 and 2012 some community pilots were established in line with the recommendations of those reviews. These include micro libraries in a community café in Roche and in pubs at Lerryn, Wainhouse and Vogue. These facilities are open in their communities for the entire time the venue is open and provide a browsing collection of books, free access to a computer link to council information and the opportunity to select books from the entire county stock for delivery to the venue. It is free to request Cornwall Libraries’ books for delivery to these sites and it is also possible to “chat” to a librarian online if you have questions or need information. There are sufficient books on the current mobile libraries to support over 50 similar community venues.
The operation of the small libraries in primary schools in Upton Cross and St Keverne is also within the scope of this consultation along with the library in the ClayTAWC building at St Dennis.
