The library and one stop shop review consultation was based on two models:

Transfer or ‘devolve’ the operation of libraries to other interested parties e.g. to a Town/Parish Council or community organisation.

This model also included options for alternative service delivery including community owned or managed services, and the involvement of volunteers.

Candidates included any or all of the following:

  • Community group(s)
  • Local town or parish council
  • Social enterprise
  • Other

Alternative whole service model e.g. transfer the operation of libraries to a trust, commercial organisation, or social enterprise.

This model also included options for alternative service delivery including: a regional service e.g. other Local Authorities and also new technology such as self service products.

Candidates included:

  • Commercial enterprise
  • Trust
  • Social enterprise
  • Staff mutual
  • Another library authority at a regional level or above
  • Other

An organisation may be interested in running one or all of the library and one stop shop service. We welcomed business cases from anyone interested in and able to become involved in running part or the whole service.
