Leisure Services Transfer

The Council’s Leisure Resources Strategy outlined the ambition to have a sustainable network of leisure facilities, achieved with a nil subsidy from the Council. Following soft market testing in 2014 and summer 2015 the Council launched a tender, inviting the leisure market to submit bids to take over its leisure estate on a leasehold basis.

The tender exercise was concluded in November 2016, and Cornwall Council’s Cabinet made a unanimous decision to award the contract to Greenwich Leisure Ltd (GLL), with service commencing across the facilities from 1st April 2017.

GLL currently operates over 200 leisure centres and is a national not-for-profit social enterprise, with over 20 years’ experience. It has an impressive track record in running leisure centres in locations all over the country under the national brand of ‘Better’.

The facilities included in the contract have been awarded to GLL on a long term 25-year lease basis, which means that the Council will continue to own the freehold of the sites.
