 Neighbourhood Development Plans (NDP):

  • Are full development plan dealing with land use planning issues for the Neighbourhood Area
  • Sets out planning policies in relation to development and use of land in the Neighbourhood Area
  • Can express local priorities
  • Can allocate sites for housing and other development
  • Can identify green spaces which complement and don't undermine investment in homes, jobs and other essential services.

A Neighbourhood Plan will enable communities to develop planning policies that reflect their own local issues. Once in place, the policies in a Neighbourhood Plan will be used to help a Planning Officer determine whether a planning application is approved or refused. It will mean that local views must be taken into place when planning decisions are made. A Neighbourhood Plan also enables communities to set out the projects that they would like to see happen over the coming years. By having a plan in place the community will be in a better position to secure funding and bring forward projects that will make a difference to local people. 

In Cornwall, Neighbourhood Plans are likely to be based on parish boundaries or clusters of Parishes. Lots of census data and other information is collected on a Parish by Parish basis so it is likely to be much easier to prepare a plan for a Parish or a collection of Parishes than any other area. However communities can decide to prepare a Neighbourhood Plan for any area provided that they follow certain legal requirements necessary to designate a Neighbourhood Planning Area.
