Housing Delivery Partnerships

This page is dedicated to improving the delivery of housing in Cornwall. It is open to members of both the Cornwall Housing Partnership (representing all developing housing associations in Cornwall) and the Private Developers Forum (an information sharing group open to all house builders and developers). The groups provide a forum in which to discuss national and local planning policy, explore models of good practice, funding initiatives and raise problems and challenges about delivering homes in Cornwall. Follow the links from this page to find information about relevant policy and initiatives.

Strategic Housing Market Needs Assessment

Cornwall Council is undertaking a Strategic Housing Market Needs Assessment (SHMNA) in collaboration with Plymouth City Council, South Hams District Council, West Devon Borough Council and Dartmoor National Park to better understand housing need in the sub-region. This study will provide the evidence base needed to inform the development of planning policy and local housing strategies.

GVA working with Edge Analytics are the consultants appointed to carry out this work and they have provided a presentation which outlines the stages in the process.

Commission of a new Strategic Viability Appraisal Study

The Council has commissioned a new viability appraisal for Cornwall to test the impact of new affordable housing policies and possible levels of community infrastructure levy (CIL).  As part of the study housebuilders/developers, land owners, their agents, housing associations and others in the development industry have been consulted on the proposed approach to testing viability and to identify factors which are unique to Cornwall in terms of development costs, house prices and wider planning obligations.  Regular updates will be provided through this webpage and at our Private Developer Forum meetings.

Public Attitudes to Development – An indicator of the local view

The Homelessness charity Shelter has published a new on-line tool called Housing Insights for Communities. It uses previously collected data to give a profile of likely attitudes to development and housebuilding in a local authority area. The idea is that by understanding the population profile and likely views in your area, you can better communicate about housing issues.
