Application forms for planning with guidance

This page tells you how to submit a planning application online, download forms, make a payment and where to get more help and advice.

You can use the Planning Portal to submit and pay for your application online.  If this is the first time you’ve used the Planning Portal service, you will also need to register.

Please provide plans (preferably A3 in size) as a pdf, no larger than 5MB each. Please include the type of drawing, site name, and paper size in your file titles. If you are submitting a major application, you may be asked to provide additional paper copies of the plans or the information on a disk. Most planning applications need a site location and block plan showing the site you are planning to work on in red and other land in the same ownership in blue.  You can obtain site plans from the Planning Portal's Buy a Plan service or from these libraries: Bude, Redruth, St Austell, St Ives and Truro. You can view more information about plans from the library or phone 0800 0322 345 to make an appointment for this service.

You can also download planning application forms and submit them via email or hardcopy. If you’re unsure which form you need, please contact us.

You can pay your fee on our website, by cheque payable to Cornwall Council or via the Planning Portal.  Follow this link to pay online.

We offer an optional pre-application advice service which helps cut down on the number of unsuccessful planning applications.  As part of this service, we’ll research the history of the site, visit the site (if required), highlight areas for further investigation and provide a detailed written response which includes an opinion as to whether or not a planning application would be worth pursuing.

We also provide an optional validation checking service to help speed up the registration of your application.  The service includes meeting with you by appointment to go through your application and check that it meets the local and national validation requirements.

Local authority building control - We can work with businesses and householders across Cornwall to help ensure your project runs smoothly and efficiently through the design, approval and construction processes. We also provide free building regulation pre-application advice, if required.
