School Transport 2013-14
Cornwall Council provides transport free of charge to school in line with its duties under Section 508 and 509 of the Education Act 1996 and Schedule 35B inserted by the Education and Inspections Act 2006.
School Transport is generally limited to those children attending their designated school or nearest school with a place available and when one of the following apply:
- The school is more than two miles from the home address for primary pupils and more than three miles for secondary pupils
- The pupil is unable to walk to school by reason of their special educational need, disability or mobility problem
- The nature of the route is deemed by the Local Authority as being unsuitable for pedestrian use
There are additional entitlements for children from families on low income (in receipt of the maximum level of Working Tax Credits or Free School Meals) as follows:
- Children attending one of their nearest three secondary schools within two to six miles
- Secondary school aged children attending their nearest school preferred on the grounds of religion or belief within two to fifteen miles
Transport will occasionally be provided in other exceptional circumstances at the Local Authority's discretion.
Transport is provided to and from school at the scheduled start and finish times Monday to Friday. Transport will not be scheduled to accommodate a child's individual timetable or extra curricular activities.

NEW! Home to School Transport Policy 2014/15
Following the Government’s recent announcement that it is staging a national consultation on revised Home to School Transport guidance, it has been agreed to postpone the presentation on the feedback from the consultation on proposed changes to the Cornwall’s Home to School Transport Policy to Cornwall Council’s Children & Young People’s Portfolio Advisory Committee.
The national consultation period runs from the beginning of April to 3rd June 2014 and the outcome of this will not be known until September 2014 at the earliest. It is important that any changes to Cornwall’s policy are in line with proposals in the national document and also that the feedback received during Cornwall’s consultation is fed back to Government.

We would like to reassure people who responded to the Council’s consultation that their feedback will still be considered by Members when this matter is discussed in the future. This is now likely to take place in mid / late September 2014,. Their responses will also be submitted as part of Cornwall’s response to the national consultation.
Any decisions in respect of the proposals which were consulted on earlier this year for Cornwall will now be deferred until the outcome of the national consultation is known.
