2 3 4 Provider Portal

The 2, 3, 4 Provider Portal is a self-service facility that can be used by all Early Years Providers to submit their headcount information to the Council. The service is being introduced to replace the existing manual process of completing and submitting the data. This is a more efficient and secure way of collecting pupil information.

  • Offers a more cost effective and efficient process
  • Providers can amend their information right up to the deadline

If you are an Early Years Provider within Cornwall, the Council will be in contact with you in the near future to provide you with your Portal login details. Until then, you should continue to submit your headcount information in the normal way.

Once you have your login details you can access the Provider Portal.

The Early Years Funding Guidelines apply to all providers, including childminders who are registered with Ofsted as Early Years Providers to deliver the Early Years Foundation Stage, and who have applied to receive 2, 3 and 4 year old Early Years Education Funding. 

Please include all your eligible two year old children on your headcount submission and email the DWP URN numbers to the Nursery Funding Team at the time of submission, to prove eligibility.  Further information is available on the Family Information Service website

The parent must sign a new Parent Declaration Form for every new child being claimed for, or for any children who have altered their funded hours, or changed address or legal name. Parent declarations must be retained by the provider and be available for audit verification.

From April 2015 new government funding is available to providers to give additional support for the education of disadvantaged three and four year olds called the Early Years Pupil Premium (EYPP). This could provide up to £300 annually per child for your setting to fund additional support, training or resources to help improve the outcomes of our most vulnerable children.

To claim this additional funding you will need to obtain permission from the parent and submit online the parents surname, date of birth and National insurance number for an eligibility check to be carried out. 

If you believe the child has been adopted, is a child in care, or the subject of Special Guardianship Order, Residence Order or Child Arrangements Order, then they may be eligible; the parent will need to supply copy of the appropriate supporting documents.  These should be scanned and emailed to the Nursery Funding Team at nurseryfunding@cornwall.gov.uk.
