Set up in 2003 by Central Government, the Supporting People
programme delivers a range of housing related support services
across the county to the most vulnerable residents.
The Supporting People programme is administered by the Adult
Care and Support Directorate in Cornwall Council, as part of
the Transformation service.

Commissioning Body Meeting:
Please see the Information for Stakeholders page for the

CHAS (Health & Safety) Accreditation
Cornwall Council have issued a statement for providers regarding
the CHAS accreditation requirements for procurement
processes. Please see Information for Providers for more
information. An updated information sheet has now been
added (15th November 2011).

Changes to Commissioning within Adult Care and
Support
On 4 April 2011 the Supporting People Team and
the Commissioning and Partnerships Team joined together to form a
single Commissioning Team.
The newly formed Commissioning Team, headed up
by Ann Hughes, will deliver the range of Supporting People and
Adult Care and Support.
This is an exciting opportunity to take a
fresh look at our strategic commissioning process and to build on
the work already started through the Joint Strategic Needs
Assessment, the Supporting People Sector Reviews and the current
strategy development work being undertaken by Commissioning and
Partnership Officers alongside Commissioning colleagues in the NHS.
This in turn will ensure that there are sustainable, robust
evidence based Commissioning strategies in place to;
- Provide clear strategic direction for the
sector
- Identify what we need to commission and how
and when to procure services
- Improve and modernise services to achieve
better outcomes and value for money
- Identify opportunities for joint
commissioning and multiagency working
- Maintain a diverse provider market
- Ensure that everything we do reflects the
aims and objectives of personalisation
There are a number of reasons that make it
essential that this work is progressed quickly, including new
funding arrangements that offer a lever for developing joint
commissioning. The newly formed commissioning team and
commissioners from the NHS will work together to improve
commissioning of health and social care and support services in
order to deliver better outcomes for people, eliminate duplication
and maximise effective use of resources.
The Supporting People Commissioning Body will
continue to ensure the progression and implementation of the work
already emerging from the Sector Reviews and encourage the
transformation of the review programme into the mainstream
commissioning function.
