The Cornwall Community Flood Forum is a community-led initiative committed to supporting communities, households and businesses at risk of flooding.
We are an association of Town and Parish Councils, community groups, businesses and individuals with an active involvement in flood risk management. We are here to promote partnership working within flood risk management and support communities before, during and after flooding.
On 17 November 2010 widespread flooding was experienced throughout mid Cornwall. More than 300 households and businesses were affected. The extent of the flooding took in 15 communities including Portloe, Mevagissey, Pentewan, St Austell, St Blazey, Lostwithiel and Altarnun.
Following the floods Cornwall Council and the Environment Agency established two Flood Recovery Groups which met monthly to oversee the recovery stage and involve the communities in the process. One group covered the Pentewan, Mevagissey and Polmassick area while the other included Lostwithiel, Par, St Blazey, Tregrehan and St Austell Bay. These groups fed back via their Chairs to a strategic Steering Group represented by Cornwall Council, the Environment Agency and South West Water.
Through the Flood Recovery Groups community newsletters were issued, community flood groups were established, significant improvements were made to the flood infrastructure and eligible properties received individual property protection funding.
Rather than dissolve the Flood Recovery Groups it was decided that the knowledge, skills and experience should be retained to assist other communities in Cornwall and maintain an ongoing focus on flood risk. In October 2011 a constitution was drawn up to create an association in the name of the Cornwall Community Flood Forum.
- 17 November 2010 – Mid Cornwall floods, 300 properties affected
- October 2011 – The constitution was agreed and the Flood Recovery Groups resolved to meet as the Cornwall Community Flood Forum
- January 2012 – Bank account opened
- June 2012 – Awards For All, England, grant awarded
- 21 September 2012 – First Annual Conference, St Austell
- 19 October 2012 – First Management Board meeting
The Cornwall Community Flood Forum has an interest in all flood related activities within Cornwall. We are guided in particular by the following aims:
- Support communities in becoming better prepared
- Raise flood awareness within Cornwall
- Promote partnership approach to flood risk management and community engagement
The Management Board consists of individuals who either possess skills in flood risk management or an enthusiasm to make a difference locally.
It also includes representatives from our key partners; Cornwall Council (as Lead Flood Authority), the Environment Agency and South West Water.

Membership is open to all Town and Parish Councils, community flood groups, individuals and businesses within Cornwall. It is also open to all organisations with an interest in flood risk management.

The Cornwall Community Flood Forum is formally constituted as an association. Please use the link below to download a copy of our current constitution.
The constitution is reviewed at the Annual General Meeting.
The Forum has access to limited funds that can be used to support the setting up and equipping of Community Flood Groups. We may also be able to provide limited assistance to help established groups support their most vulnerable residents. Where we are not able to provide funding ourselves, we will assist you in trying to identify alternative sources of funding.
