The Fire and Rescue Service Equality Framework (FRSEF)

The Fire and Rescue Service Equality Framework (FRSEF) is the equality framework for fire and rescue services. The framework sets out the community engagement and equality standards expected from fire services and provides guidance and information on how services can improve their performance.

The FRSEF covers five performance areas:

  • Leadership, partnership and service commitment
  • Community engagement and satisfaction
  • Responsive services
  • A skilled and committed workforce

There are three levels of achievement:

  • Developing
  • Achieving
  • Excellent

Each of the five performance areas has a number of linked elements which encourage fire and rescue services to progress through the three levels.

Following a peer assessment in June 2015, Cornwall Fire, Rescue and Community Safety (CFRCS) Service has been rated as an Excellent fire and rescue service against the Fire and Rescue Service Equality Framework (FRSEF).

CFRCS Service is one of only 11 services in the UK to achieve this level.
