Discretionary rate relief consultation

Cornwall Council is responsible for managing discretionary rate relief in the best possible way to provide value for money for the taxpayer.


There are a number of schemes available for businesses and organisations to receive relief and reduction on their business rates. Businesses that are in rural areas, small businesses, registered charities and other non-profit-making organisations can apply for mandatory relief from the Government and/or further discretionary relief from Cornwall Council.

We have a set of guidelines that we apply to applications for relief which have to meet several complex demands.

The Government is introducing new legislation that is expected to add further pressure to the budget but also allows us to be more flexible in how we apply discretionary rate relief.

We are reviewing our application criteria, which we introduced in 2009, to provide a more consistent approach across Cornwall which is more transparent, fairer, clearer and easier to understand.

The new guidelines will come into effect in April 2013.
